What are the rules to inviting guests to a black tie wedding?

Is it considered rude to write "black-tie" on the wedding invitations? My mom says guests won't come if they have to wear a tux.

Well which would you rather have....a super fancy formal but empty wedding or a semi formal wedding where all your guests show up.
